Before I start to bolg I wanna write my personal view about the 8 staroffice first！我看到这个消息很震惊，同时也看了大家的留言，个人认为绝大多数维护政府的是所谓的五毛党。因为我认为一个城市发展的好坏，不是看房子建了多少，每天多少变化的。如果这样说那么全球最好的就是杜拜了，可是不是的，杜拜只是一个石油神话而已。其次，一个城市建一个八星级的办公大楼有什么用，那么多的房间可以用到几件，那么多的浪费，而且是建立在以人民的土地被占用的基础上。
河南灵宝王帅贴案和内蒙吴保全案正在淡出公众记忆，但追捕发帖人还在继续，相关帖子也总能引来网友关注。
5月10日， 一则题为“举报临沂八星级办公大楼的人今早已遭刑讯致死！”的帖子开始在各大论坛传播，帖子称“举报山东临沂市八星级办公大楼的张某已在昨晚被当地警察在 家中抓获并进行连夜突审，希望找出幕后指使人。可能因为立功心切，警察下手重了些，今天凌晨起，张某就已昏迷不醒，早晨送到市人民医院急救，但回天乏力， 在上午晚些时候死亡。”
在网络追捕人神共愤的背景下，这样的“新闻”无异于一颗原子弹，顿时引来全网络的一片声讨。
更早之前的帖子被翻了出来，原来是一篇以沂蒙日报口吻写的报道，“我市创造了一项新的吉尼斯世界纪录，即世界上唯一的八星级办公大楼今日在我们山东临沂市通过吉尼斯认证。”帖子称，新建的临沂市政府大楼建筑面积12万多平方米，共23层（含地下两层），装有电梯18台，投资382亿元人民币，平均每平方米的建筑成本高达32万元。网上贴出的照片令人惊叹。
5月11日，临沂市委宣传部接受媒体采访表示，豪华建筑确实是临沂市政府办公大楼，帖子内容全是造谣，无举报者被抓，更无举报者被打致死的事件。对于耗资数百亿的说法，宣传部予以了否定，“我们一年的财政收入才十几个亿，怎么可能造得出？”
就在记者采访的同时，网友们当起了侦探，一位署名为“麦片凉了”的网友在网上发表“寻找张建国”的帖子，称在网上看到帖子以后，就和各位网友一起寻找文中的张某。“网友指出他留下的邮箱是zhangjianguo2009@sohu.com，根据这邮箱，大家猜测他叫张建国……并开始搜索，直到今天上午，已经找出了四五个张建国，我个人觉得罗庄区教育局的张建国先生，最有可能是发贴举报者，于是我打电话到罗庄区教育局求证......”
5月13日，山东省各大新闻网站在显要位置发布消息，高调回应网友举报八星级大楼事件。文章称，经调查了解，帖文的作者采用戏说的手法，内容无中生有，纯属造谣污蔑，完全没有事实根据，根本不存在有人因发帖而被打致死的事件发生。发帖人的行为，已触犯法律，公安部门已立案处理。
到 此时，舆论开始更多转向了对“八星级大楼”的关注，核心事实在一步步被媒体报道出来：经记者调查发现，临沂市政府办公大楼的产权方是天元建设集团有限公 司，公司有关人员透露，大楼造价接近3.5亿，政府租用了自己这座天元商务大厦，用作政府办公，租期10年，每年租金6000多万。
临沂市委宣传部常务副部长高明接受媒体采访时表示，临沂是革命老区，现在有1040万人口，人多地少底子薄，几十年来当地政府一直没有建办公大楼，用的还是上世纪50年代的，已成危房；现在这个大楼2000人集中办公，符合节能减排。
一个简单的计算就能够知道，按照该大楼的造价和租金，不到6年就可以收回成本，天元建设公司实在赚得不少；2000人办公的租金达6000万，人均每年的办公租金就高达3万元，不知道有几家北京上海的公司舍得花这笔钱，更何况在临沂这样一个中小城市。
这 些年，各地的豪华办公大楼并不鲜见，阜阳白宫、小天安门，一个赛着一个地建，网上一搜，一张张各式各样的照片就出来了，完全就一现代豪华建筑博物馆。而背 后的故事，似乎总伴随着拆迁、申冤、浪费、举报，太阳底下无新事，这场网友与临沂“八星级大楼”的大战，无非为一些无约束的地方政府增加了一个注 脚。(519)

The world’s only eight star office has been crowned in Linyi City, Shandong Province. This new record was officially certified by the Guinness Book of World Records on May 8, 2009.
The Guinness Book of World Records certification officer for China, Ms. Wu Xiaohong, arrived in Linyi City on May 8 to oversee the entire certification process and the ensuing press conference. Select individuals were invited to attend the event and to get a first-hand look at the new structure. What they saw was lavishness and splendor embodied in every corner of the building. All materials were of top European luxury brands, leaving the guests astounded.
At the luxurious municipal government’s No. 88 conference room, Secret China interviewed Ms. Wu. Ms. Wu became markedly excited upon the mention of the “world’s only eight star office” certification. She exclaimed, “To be able to construct the world’s only eight star office in such a deprived mountain city shows that the local people have extraordinary creativity!”
Linyi City has three districts and nine counties, with five of those counties recognized as national-level poverty-stricken counties. Under the leadership of the municipal communist party committee and the municipal government in the past few years, this state-of-the-art municipal administrative office building was designed and constructed with the world's super-class in mind. The new City Hall sits right in the middle of the new district, covering an area over 120,000 square meters, with 18 elevators serving a total of 23 floors including a two-floor basement. Supporting the office are ten accompanying attractions, including the China 24 Bridge, the Manhattan Plaza, the Venice City of Water, the Eiffel Tower, the Green Pyramid, the Gobi Desert and the International Yacht Club.
Total investment in the building was 38.2 billion yuan ($5.59 billion), or an average of 320,000 yuan ($46,828)per square meter. This sets a new record in the history of world architecture.
Ms. Wu revealed that she took part in the Guinness certification of the world's only seven star hotel, the Burj Al Arab Hotel located in Dubai, United Arab Emirates. The cost of the Burj Al Arab was only $15,000 per square meter, or just a little over 100,000 yuan. This is not even one-third of the cost of the Linyi City Hall. The luxuriousness also pales in comparison.
When the secretary of the municipal communist party committee received the certification record from Ms. Wu, he declared solemnly, “The world's only eight star office has been certified by the Guinness Book of World Records. This demonstrates that our city's economic level has surpassed the international advanced standards!”
The secretary of the municipal audit committee stated that after in-depth investigations by audit officials, the construction of the municipal government office building absolutely meets the construction and land acquisition laws. This was a direct rebuttal to “people with ulterior motives,” who questioned the legality of the non-standard construction and land acquisition issues. The audit committee found that the construction of the office building is entirely legal and that corruption was non-existent in the construction process he said.
After the certification conference, guests were invited to attend the dinner function at the building’s No. 8 Banquet Hall. Each person’s meal cost was allegedly 8888 yuan ($1300). Just for comparison, a farmer in Shandong Province earns less than 300 yuan ($45) per month.
临沂市拥有三区九县，其中沂南县、沂水县，蒙阴县，平邑县，费县为国家级贫困县的沂蒙山区。这几年在市委市府的领导下，按照世界超一流规划设计新建了行政办公区。新建的市政府大楼落座在新区的正中，该楼建筑面积12万多平方米，共23层（含地下两层），装有电梯18台。该工程还有十大配套建筑，如华夏二十四桥，曼哈顿广场，威尼斯水城， 埃菲尔铁塔，绿色金字塔，千里戈壁滩和国际游艇俱乐部等等！
大楼的每个角落无一不体现了奢华和辉煌，所有的装修材料全部来自欧洲的顶级奢华品牌，令所有的来宾都为之惊艳不已。
关于盖楼资金：临沂市政府以原临沂沂河宾馆的地皮为条件，沂河宾馆的地皮绝对是临沂的拜金地块，临沂政府就是以该地皮为条件委托天元集团建的大楼。
关于占地：临沂市政府所在的南坊新区，全都是违法占地。该区为原来的临沂市兰山区南坊镇，所占地基本上都是基本农田，但是在申报审批的时候，以临沂东关旧区改造的名义报批的，但是临沂东关离南坊至少10公里的路程，完全是挂着羊头卖狗肉。
关于南坊新区的投资：现在南坊新区的建设基本上是事业单位，政府单位集资的福利房，少数商品房因为没有办法办理房产证所以都是胶东过来关系比较硬的人开发的。完全是追求GDP的怪胎。
举报山东临沂市“八星级办公大楼”的张某已在2009年5月9日被当地警察在家中抓获并进行连夜突审，希望找出幕后指使人。可能因为立功心切，警察下手重了些，2009年5月10日凌晨起，张某就已昏迷不醒，早晨送到市人民医院急救，但回天乏力，在上午晚些时候死亡。
市委书记大骂警察笨蛋，张某死亡，让当局失去了追查幕后指使人的最佳途径。
自前几天网上出现曝光山东临沂市违规占用耕地超标建造豪华办公大楼的帖子后，临沂市委就极为紧张，市委书记亲自挂帅，动用了上千人，一方面抓紧追查发帖举报者，另一方面派人奔赴全国各地在各大论坛删帖。
已有多名记者到达临沂要求采访，但当地市委市府已动用上百名警察严防死守，严禁记者接近办公大楼，并严令任何人不得接受记者的采访。
当地有关部门已经派出很多人员携带数千万的现款前往各大论坛删帖。现在很多论坛已经不能再发相关的帖子，原有的帖子已被删除或锁定。
被刑讯致死的张某可能会在今晚火化，其家人至今不知张某已死，也不知张某被抓获的消息。
